New protocol to greet Governor to debut in UP Assembly session
Following Directives from the President’s Office, the budget session of Uttar Pradesh Assembly beginning January 29 will witness historic changes. From now, Governor Ram Naik, who will arrive in a procession amid blowing of trumpets, will be received by CM Akhilesh Yadav and others at the entrance of the Assembly while on his way to address the joint session of Vidhan Sabha and Vidhan Parishad. The same will apply to all states.
The changes have been introduced after the issue was raised by Naik during a conference, which was attended by President Pranab Mukherjee. He added that the President, finding the point valid, had specifically mentioned Naik’s name in a letter to all Raj Bhavans.The UP Raj Bhavan has now sent the letter received around a month ago to the Vidhan Sabha for its implementation in the budget session. Earlier, the Governor used to address the joint session of both houses on the first day of the first session of New Year. He was received at the entrance by Vidhan Sabha and Vidhan Parishad officials. The CM and others welcomed him at the lift, which opens to the corridor of Vidhan Sabha - barely a few steps from the main hall of the Assembly.
According to the changed protocol, after welcoming the Governor, CM Akhilesh Yadav and others will follow him in a procession to the Assembly. Traditional trumpets will be blown till the Governor reaches the podium. The national anthem will be played twice by the police band before the proceedings begin and the Governor leaves.
Now, the Governor will be given the national salute at Raj Bhavan before he leaves for Vidhan Sabha. When he reaches the Vidhan Bhavan’s gate, he will again be given a national salute, said Dubey. The procession will also include the CM and parliamentary affairs minister. In the last row will be the principal secretary to the Governor and the chief secretary, he added. After the Governor’s address, the national anthem will be played and he will leave the House in a similar procession. The Governor’s wife will be seated in the visitors’ gallery during his address.
